Can you mix Dolby Atmos on headphones?

Technically, yes. But headphones do not replace a calibrated monitoring system, and a mix conceived on headphones alone can show flaws on speakers.

It is possible, but it is not equivalent

Although Dolby allows a mix to be created using the Renderer's binaural output, headphones cannot fully substitute for a professional monitoring system. They are a legitimate working tool, but on their own they do not deliver the same precision as a properly calibrated multichannel environment.

What the binaural render does, and what it does not

The binaural render attempts to translate Atmos objects and beds to headphones using the Binaural Render Mode metadata, with the Off, Near, Mid and Far modes.

That emulation depends on those settings and does not fully reproduce the conditions of listening on a speaker system in a real room. A mix conceived exclusively for headphones can therefore show flaws when played on speakers, such as holes in the panning.

Headphones do not mislead you, they show you something else. The problem only appears once the mix reaches a speaker system, which is too late if nobody has checked it.
